  1. Rule 105.03 - Light transmittance
Inspection Rule 105.03 of the AIS Safety Check Standards for Light Vehicles has been updated to improve safety and align with the Road Transport (Vehicle Registration) Regulation 2017. Key updates include: - A further allowance of 5 per cent reduction in light transmittance for the front windscreen of any vehicle to 70 per cent and rejected for 65 per cent - Passenger vehicles may now meet a reduced 20 per cent light transmittance for rear windows and rejected for 15 per cent
New rules for any film applied to side or rear windows that is damaged or deteriorated, and for film applied to the windscreen, with exceptions for tinted opaque bands at the top of the windscreen, provided they are above the wiper sweep or the top 10 per cent of the windscreen (whichever is greater). Please review the updated Inspection Rule and Safety Check Standards and apply them to all Safety Check inspections.

  2. The ‘Guidelines for retrofitting seatbelts to pre-ADR vehicles’ (the Guidelines) provides advice for the installation of lap (2-point) or lap sash (3-point) seatbelts to pre-Australian Design Rule (ADR) vehicles that were not fitted with seatbelts by the vehicle’s original manufacturer. The Guideline provides general advice about acceptable installation methods, component requirements, and compliance requirements for registration in accordance with the Road Transport (Vehicle Registration) Regulation 2017. The scope of vehicles covered under this Guideline includes light vehicles (Gross Vehicle Mass of 4.5 tonnes or less) with a date of manufacture that predates any ADR related to seatbelts and seatbelt anchorage points.

  4. Is your bull bar legal?
Bull bars used in NSW must comply with the Technical Specification: Requirements for vehicle frontal protection systems fitted to light vehicles (PDF, 2.1Mb)
Reference to this Technical Specification is now included in Schedule Two of the Road Transport (Vehicle Registration) Regulation 2017 creating a clear and ongoing regulatory framework for the safe use of bull bars in NSW.
Clear requirements for safe bull bar use in NSW
From 16 September, the Technical Specification (previously referred to as Bull Bar Tolerances and Conditions) will continue to provide clear and consistent guidance to motorists and industry stakeholders to help ensure that any bull bar that they purchase, sell, install or manufacture for sale is permitted under NSW regulations.
The Technical Specification will also ensure vehicles meet other applicable standards affected by the bull bar, such as ground clearance, width, obscured lights and number plates, and the driver’s view of the road.
    There are no major changes
This Technical Specification replaces, on an ongoing basis, previous requirements that have been in place since 2014 under a series of Ministerial Exemption Orders. It will be ‘business as usual’ as  making the Technical Specification permanent does not result in material changes for motorists and industry stakeholders.
Please note a bull bar is a type of Vehicle Frontal Protection System (VFPS). VFPS is the term used in the Regulation to encompass bull bars, nudge bars and similar devices fitted to the front of a vehicle.
The main requirements contained in the Technical Specification are summarised in Is your bull bar legal? (PDF, 906Kb)
