NHVR implementation update
The National Heavy Vehicle Regulator has revealed the staged implementation dates for the revised J4 Tipper Body Design Code.
Background
The changes were originally included in version 3.2 of VSB 6, published in July 2023. The initial transitional period ran to 1 July 2024 and allowed modifiers to use either the original J4 design code or the former J1 code.
Following the initial release, the NHVR responded to industry concern about the implementation timeline and barriers to adopting the J4 design code.
The result was a revision to the J4 code and a new implementation timetable published by the NHVR.
Proposed process
Three implementation stages
A tentative implementation process was proposed, with the NHVR seeking industry feedback through industry associations.

Stage 1 - Release
Public release of the finalised J4 code. Body builders and certifiers can review the code in full and prepare to comply with it.
Potential start date: 1 July 2024

Stage 2 - Activation
The J4 code is activated, allowing Approved Vehicle Examiners (AVEs) to begin submitting J4 certification packages to jurisdictions for review and approval.
Potential start date: 1 October 2024

Stage 3 - Commencement
All new vehicles captured under the J4 code must comply with it to receive approval as a modification.
Potential start date: 1 April 2025
